[Xastir] Latest OSM tweaks

The CVS version of Xastir does not have version updates from day to day.

The last released version of Xastir is 1.9.8, and CVS always reports 1.9.9.
The day of checkout/build is the best indicator of what "version" of CVS 
you're running.

When the next stable release is put out, it'll be called "1.9.10" or something
like it.
