[Xastir] no zoom levels under 15 with osm maps

I think I should stop referring to it as a 'cache' because I don't
expect it to use any part of the Xastir caching system. Instead, tiles
will be downloaded as required and placed (TBD) in a directory layout
that matches the OSM system so that other OSM tile based systems can
fine and use the tiles. OSM has spend a lot of time planning for tiles
and I think it would be wrong to warp that system.
I expect all of this to be handled in the map_OSM.c file.

I don't know anything about the WMS tiles (or any WMS systems), but
I'll spend a little time looking before I get started. Maybe they have
a tile directory layout similar to OSM (which is similar to Google
maps, and probably others).

Of course, it may be like the Xastir scaling and after I've gotten in
to the code I'll learn that things can't be done as I was expecting.
