It's not clear to me _which_ shapefiles you have loaded. OSM?
Tiger? NOAA? There are many sources for these.

The display of Shapefiles depends on some of the settings on the Map
menu (Map Levels, Map Labels) and on your dbfawk files. If you have
dbfawk files that match your Shapefiles, they control at which zoom
levels various items appear, and which items appear.

Tell us more and we might be able to help more. Which Shapefile
maps are you running (if Tiger, which version of Tiger), and which
version of Xastir?

CVS Xastir has dbfawk files for Cloudmade OSM Shapefile extracts in
it.

The image you pointed us to shows a Shapefile map with no features,
which could be 'cuz labels are turned off, 'cuz a dbfawk file said
not to display them at that zoom level, or 'cuz you have a Shapefile
for which there's no matching dbfawk rules.
