I'm going to assume that for that last bit you're talking about the
connecter at the end of the USB->Serial cable, not connected to
anything else, was what you measured.  If that's the case then you
need a null-modem adapter or cable between the two, which will
connect (end-to-end) pins 2 to 3, 3 to 2, and 5 to 5, among others.

Another option is to rewire the DE-9 end of one or the other cables
so that you don't need the adapter, or to buy a couple of DE-9
connectors and do some quick soldering to make your own null-modem
adapter.
