Something's not making sense then, 'cuz you always get voltage on
pin 2, no matter whether you're using the null-modem cable or not?
Null-modem cables/adapters swap pins 2 and 3, so you should be
seeing voltage on pin 3 at some point.

You've now got all of the tools and knowledge you need to be able to
detect which cables should or should not be connected together to
get data to flow, ignoring handshake issues which are on other lines
in the cable.  Once you get the proper drivers/receivers talking, if
things still aren't working you should look carefully at TNC
settings, Xastir interface settings, and handshake lines.
