[Xastir] Almost there - but no TX

Curt,
Scott at ArgentData tells me that the OT3m/Tracker3 stays
in KISS mode, once set, unless it receives a command otherwise.
I just shut everything down then powered on the Tracker 3,
powered on the DR-135T (in digital mode), connected the USB cable,
then opened Xastir.
Xastir works fine and toggles Transmit - but - I do not
hear the telltail "packet chatter" tones on my TH-D72A - I only
hear the DR-135T breaking squelch.
The good news is that the Tracker 3 stays in KISS mode
even through a power cycle.
Bad news:
1. The Tracker 3 does not appear to want to power on when the
USB cable is connected to the laptop (at least the LED's
refuse to light - which means power interruption takes
down the APRS).
2. There does not appear to be an packet modulation on the signal
in Transmit from Xastir, just a carrier.
3. I tried to send message text but only hear the carrier toggled,
no packet chatter each time. (I am hearing other packet/APRS
chatter, so I know the TH-D72a is working OK.)
Where do I go from here, please?
