Is it? You should be able to write a Xastir startup script to send this command.

When using KISS mode, Xastir sends the full frame, including
source/mycall/alias (whatever you configure in Xastir), so the setting
in the OT3m is irrelevant to operation of Xastir.

Keep in mind that the OT3m will continue its normal beaconing schedule
even when a port is in KISS mode, so if you have Xastir beaconing, you
may want to disable beaconing on the OT3m.
