[Xastir] CVS and running get-fcc-rac.pl

Anonymous CVS at sourceforge may still be down.  You might have to wait 
a while longer for that to be back.  In the meantime...

The important command to give is this one:

  sudo chmod u+x /usr/local/share/xastir/scripts/*.{py,pl,sh,bash} /usr/local/share/xastir/scripts/get-*

The only thing the CVS update would change is that the makefile now does
effectively that same command right after it copies scripts to the scripts
directory.

Not enough information for us to help.  What does the get-fcc-rac.pl
actually do, or what error does it give?
