[Xastir] NWS shapefiles

Well, someone updated it in the past week since my cvs checkout last weekend
just got a new copy when I did a cvs update...

I'll go back in the email archives to find the method to capture the data
and see what I can kludge up...I'll also verify that the script is pulling
the latest files.  I know last weekend when I went looking there were at
least four newer NWS files out there...
