For any interested in the outcome:

Messaging success. Issue must be with the IGates not forwarding
messages to the other D700s. Here's the trace of the messages from
xastir to the D700:

2012-11-12 21:13:20 UTC: KB3EFS>KJ4ERJ-11: ?VER
2012-11-12 21:13:59 UTC: KB3EFS>KJ4ERJ-11: test message
2012-11-12 21:15:07 UTC: KB3EFS>KJ4ERJ-11: ok that went through
2012-11-12 21:15:20 UTC: KJ4ERJ-11>KB3EFS: copied
2012-11-12 21:15:43 UTC: KB3EFS>KJ4ERJ-11: must be some gateways are not
set up correctly
2012-11-12 21:16:29 UTC: KJ4ERJ-11>KB3EFS: right
2012-11-12 21:17:23 UTC: KB3EFS>KJ4ERJ-11: so the problem is NOT an
Xastir problem
2012-11-12 21:36:06 UTC: KB3EFS>KJ4ERJ-11: ?VER
2012-11-12 21:38:10 UTC: KJ4ERJ-11>KB3EFS: clear
2012-11-12 21:38:26 UTC: KB3EFS>KJ4ERJ-11: clear - out

And here's our conversation between xastir and APRSIS32 as KJ4ERJ-AL
(where I could type faster):

2012-11-12 21:17:07 UTC: KJ4ERJ-AL>KB3EFS: I can type faster here than
on the D700.
2012-11-12 21:17:22 UTC: KJ4ERJ-AL>KB3EFS: Yes, I suspect your other
D700 targets were not in good,+
2012-11-12 21:17:22 UTC: KJ4ERJ-AL>KB3EFS: bi-directional, IGate coverage.
2012-11-12 21:17:40 UTC: KJ4ERJ-AL>KB3EFS: Correct, NOT a xastir
problem! (Even though I didn't read that on+
2012-11-12 21:17:40 UTC: KJ4ERJ-AL>KB3EFS: the D700, I know it's there).
2012-11-12 21:18:24 UTC: KJ4ERJ-AL>KB3EFS: You probably know how it's
supposed to work, but just in case,+
2012-11-12 21:18:25 UTC: KJ4ERJ-AL>KB3EFS: there's a Wiki article I
wrote about it a while back:
2012-11-12 21:18:25 UTC: KJ4ERJ-AL>KB3EFS: http://tinyurl.com/bzz8wmx
2012-11-12 21:19:06 UTC: KB3EFS>KJ4ERJ-AL: your messages from the -al
sometimes come in out of order
2012-11-12 21:19:19 UTC: KJ4ERJ-AL>KB3EFS: Not sure why that would be...
2012-11-12 21:19:21 UTC: KB3EFS>KJ4ERJ-AL: looking at URL now
2012-11-12 21:19:41 UTC: KB3EFS>KJ4ERJ-AL: my connection is flakey
2012-11-12 21:19:48 UTC: KJ4ERJ-AL>KB3EFS: They look right at
http://aprs.fi/?c=message&call=KJ4ERJ-AL
2012-11-12 21:20:27 UTC: KJ4ERJ-AL>KB3EFS: and
http://aprs.fi/?c=raw&call=KJ4ERJ-AL&limit=25&view=normal
2012-11-12 21:26:59 UTC: KB3EFS>KJ4ERJ-AL: Reason I asked about this is
because of the timing issues that
2012-11-12 21:27:02 UTC: KB3EFS>KJ4ERJ-AL: I get
2012-11-12 21:27:23 UTC: KJ4ERJ-AL>KB3EFS: Timing issues?
2012-11-12 21:28:07 UTC: KB3EFS>KJ4ERJ-AL: When I send a message it
tries to go but I never get an ACK back
2012-11-12 21:28:28 UTC: KB3EFS>KJ4ERJ-AL: from the station being messaged
2012-11-12 21:28:45 UTC: KJ4ERJ-AL>KB3EFS: Likely that the station never
got the message because there's no+
2012-11-12 21:28:45 UTC: KJ4ERJ-AL>KB3EFS: transmitting IGate that has
heard it recently local.
2012-11-12 21:29:20 UTC: KB3EFS>KJ4ERJ-AL: that may be then
2012-11-12 21:29:22 UTC: KJ4ERJ-AL>KB3EFS: Shorter messages to RF
stations is also a good idea. It improves+
2012-11-12 21:29:22 UTC: KJ4ERJ-AL>KB3EFS: the chances of reception, if
an IGate really did transmit it.
2012-11-12 21:29:35 UTC: KJ4ERJ-AL>KB3EFS: There's LOTS of receive-only
IGates in production, unfortunately.
2012-11-12 21:30:06 UTC: KB3EFS>KJ4ERJ-AL: so i am finding out
2012-11-12 21:30:09 UTC: KJ4ERJ-AL>KB3EFS: I'm trying to figure out a
way to remotely determine if an IGate+
2012-11-12 21:30:09 UTC: KJ4ERJ-AL>KB3EFS: is transmit capable by
monitoring the APRS-IS, but haven't figured+
2012-11-12 21:30:10 UTC: KJ4ERJ-AL>KB3EFS: out a reliable way.
2012-11-12 21:30:31 UTC: KJ4ERJ-AL>KB3EFS: Only an RF station local to
an IGate can tell for sure.
2012-11-12 21:31:21 UTC: KB3EFS>KJ4ERJ-AL: Direct stations query doesn't
give you the info?
2012-11-12 21:31:59 UTC: KJ4ERJ-AL>KB3EFS: Nope.
2012-11-12 21:32:17 UTC: KJ4ERJ-AL>KB3EFS: Do you mean querying the
IGate or a remote RF station supposedly+
2012-11-12 21:32:18 UTC: KJ4ERJ-AL>KB3EFS: through an IGate?
2012-11-12 21:32:48 UTC: KB3EFS>KJ4ERJ-AL: the later
2012-11-12 21:32:56 UTC: KJ4ERJ-AL>KB3EFS: And every IGate software
supports different queries with different+
2012-11-12 21:32:57 UTC: KJ4ERJ-AL>KB3EFS: levels of information, none
of which truly tells the tail.
2012-11-12 21:33:29 UTC: KJ4ERJ-AL>KB3EFS: Direct query a remote station
and not getting an answer doesn't+
2012-11-12 21:33:30 UTC: KJ4ERJ-AL>KB3EFS: prove anything. And if you
get an answer, then you'll get acks+
2012-11-12 21:33:30 UTC: KJ4ERJ-AL>KB3EFS: also, so you might as well
just try to message it with your actual+
2012-11-12 21:33:30 UTC: KJ4ERJ-AL>KB3EFS: message.
2012-11-12 21:33:32 UTC: KB3EFS>KJ4ERJ-AL: okay, so much for a
standardized system
2012-11-12 21:33:59 UTC: KJ4ERJ-AL>KB3EFS: It is standardized, but also
user-configurable and some IGate+
2012-11-12 21:33:59 UTC: KJ4ERJ-AL>KB3EFS: operators don't want the
responsibiity of transmitting.
2012-11-12 21:35:12 UTC: KB3EFS>KJ4ERJ-AL: so i now find out, oh well;
thank you for education!
2012-11-12 21:35:37 UTC: KJ4ERJ-AL>KB3EFS: You're welcome. Glad I could
help out. I'll go turn the D700 off+
2012-11-12 21:35:38 UTC: KJ4ERJ-AL>KB3EFS: now so my battery doesn't drain!
2012-11-12 21:35:52 UTC: KJ4ERJ-AL>KB3EFS: Unless you want to send it a
few more messages? I can leave it on+
2012-11-12 21:35:52 UTC: KJ4ERJ-AL>KB3EFS: for a while yet.
2012-11-12 21:36:02 UTC: KJ4ERJ-AL>KB3EFS: Eventually it'll start
nak'ing the messages when the buffer gets+
2012-11-12 21:36:02 UTC: KJ4ERJ-AL>KB3EFS: full.
2012-11-12 21:37:07 UTC: KB3EFS>KJ4ERJ-AL: save the battery - I'll email
if really important
2012-11-12 21:37:20 UTC: KJ4ERJ-AL>KB3EFS: Ok. Have a good evening. 73
2012-11-12 21:37:23 UTC: KB3EFS>KJ4ERJ-AL: Thanks Lynn
2012-11-12 21:37:30 UTC: KB3EFS>KJ4ERJ-AL: 73
2012-11-12 21:39:38 UTC: KJ4ERJ-AL>KB3EFS: You might not get an ack on
your "clear - out" because I turned+
2012-11-12 21:39:38 UTC: KJ4ERJ-AL>KB3EFS: the radio off immediately
after my "clear" got ack'd.
2012-11-12 21:40:11 UTC: KJ4ERJ-AL>KB3EFS: That should look the same as
if there was no transmitting IGate to+
2012-11-12 21:40:12 UTC: KJ4ERJ-AL>KB3EFS: your end. You can't tell the
difference between nothing putting+
2012-11-12 21:40:12 UTC: KJ4ERJ-AL>KB3EFS: it to RF vs nothing on RF to
receive and ack.
2012-11-12 21:40:25 UTC: KB3EFS>KJ4ERJ-AL: correct and I cancelled that
clear - out
