[Xastir] Latest NWS county file needs new dbfawk to match

I looked behind my Xastir window at the xterm I started it in and see lots of:

     No DBFAWK signature for c_02ap13.shp!  Using default.
     No DBFAWK signature for c_02ap13.shp!  Using default.
     No DBFAWK signature for c_02ap13.shp!  Using default.


Running this:

     dbfdump /usr/local/share/xastir/Counties/c_02ap13


I get:

So none of the "nwsc_*" files have a matching signature.  I'll try to correct this tonight unless someone beats me to it.
