He doesn't need a license to run Xastir, only to transmit. He can monitor an
Inet feed or RF.

Justin, we need more information. For example to run Xastir on XP you need
to also be running Cygwin. Do you have that going? Then, what are you trying
to do with it?

You need to be a FCC Licensed Ham Radio Operator.

Where are you located?

You need to take at least one course.
