It really sounds like you're receiving an APRS packet from RF that 
xastir is having issues with.  Any chance you can monitor the frequency 
with another TNC/software package to maybe see what the raw packet is?

Alternatively, maybe one of the APRSISCE/32 IGates near you (N4GMU-3 or 
W4KBW) is receiving the same packet.  I'll check their RF receptions at 
6:20-6:30 this morning to see if there's anything outstanding or different.
