[Xastir] Waiting for anoncvs ...

When trying to do a manual install of Xastir under Ubuntu 14.04 I get:

"waitinf for anoncvs_xastir's lock in /cvsroot/xastir/xastir"

and it never overcomes the lock.

Is there anything I can do from my end, or is this in someone else' control?
