[Xastir] Xastir Digest, Vol 139, Issue 1

It could be the LANG environment variable setting.  They mess up
storage and retrieval of the config information, including lat/long of
the station.  Must be either "C" or "en_US" to work properly.  It can
be set just for the one shell before starting up Xastir.
