Because of the problem of handling config file properly when LANG was not C or 
en_US, setlocale calls were added to Xastir's start-up code back in 2010.  It 
no longer matters what LANG is set to from the shell that starts Xastir, as 
Xastir will reset it for its own use before trying to read the config file.  
In fact, I found that setting LANG=C in the Xastir launcher icon on my Ubuntu 
laptop actually broke some dialog boxes after a few uses (reported a few 
months back).

But there may be other language-related issues at play.  Could there be UTF-8
characters in those packets that are getting munged?  While APRS itself is
UTF-8 clean, I don't think any effort has been put into making sure Xastir
works properly with embedded UTF-8 characters.
