[Xastir] Openstreet maps offline?

The maps are cached as they are downloaded, so you can continue to use them
as long as you've already accessed them on-line.

It's a violation of the OSM terms of use to do mass downloads of tiles.
The author of APRSISCE32 had his software temporarily blacklisted by
OSM servers during a time when it was somehow overzealously downloading
tiles. So don't do anything that would cause Xastir to cache enormous
numbers of files all at once, or try to do in a script.
The shapefile approach is much better, though the maps won't look as pretty.
