[Xastir] Openstreet maps offline?

I believe that the OSM downloader caches the tiles that you use.  If you
have viewed somewhere then the same images will be available when you are
offline.  This would be easy to verify.

I don't know if there is a utility to specify an area and fetch all tiles
at all zoom levels, but that would be useful.  If there is, please be kind
to the OSM servers and regulate how much data you fetch in a single session.

Oh, and osmarender was turned off a long time ago IIRC, but there are
several other renderers to choose from these days,
