[Xastir] Openstreet maps offline?

It's a violation to do so in a mass-downloading operaton.  It's a volume thing,
something about overwhelming servers.  They serve them for use on line,
and allow clients like APRS clients to use them so long as they don't 
do so in a way that could interfere with their primary purpose.
