[Xastir] Openstreet maps offline?

Yes, that's fine.  All you would have to do is to set run Xastir on-line
for a bit while you zoom and pan around the area of your bike race.  Xastir
will cache the tiles, and it'll work fine off-line so long as you don't
zoom or pan outside the area you've cached.

Doing so for an entire state at 20 zoom levels in one sitting is more what
I'm talking about.  And what has gotten clients blocked in the past.
