[Xastir] Problems getting libax25-dev to install in support of xastir install

Using instructions from
    https://xastir.org/index.php/HowTo:Debian_Jessie
as the compass os with udrc drivers is missing some of the libraries
necessary to build xasxtir.  Am running into an error that I can't seem
to get past trying to download required libraries. Terminal output from
command with issue follows:

"su -c "apt-get install gpsman gpsmanshp libpcre3-dev libproj-dev
libdb5.3-dev python-dev libax25-dev libwebp-dev" Password:

gpsman is already the newest version.

I had held a couple of packages but the holds on them have been
removed.  Any ideas how I get past this?
