[Xastir] Problems with ridge radar maps

Lynn and All,

That is EXACTLY the case. I have tested a '.geo file with the following
changes for the "BUF_N0R" file...

    0a1

    < URL http://radar.weather.gov/ridge/RadarImg/N0R/BUF_N0R_0.gif
    ---

    > URL https://radar.weather.gov/ridge/RadarImg/N0R/BUF_N0R_0.gif

With above change I am able to get the BUF_NOR map again. (TYX is my
normal Radar but it is down due to a waveguide switch failure.)

Now begins the fun of writing a script to find and change all of the geo
files that need to be changed.
