To put this into the simplest terms possible (I'm really good at simple thinking!):

If AX.25 has kernel networking support we can often treat it like an ethernet or wireless interface and route packets in/out using completely normal networking software and techniques.

A program doesn't have to be modified specifically for AX.25 in order to use it with that interface: I could start up a mail program or a web server and tell it to use that device for instance.
