[Xastir] Position data from Xastir not accepted by Yaesu FTM-400 or Direwolf

I'm also wondering why it seems to be going through cwop1.aprs.org... We
shouldn't be getting it; we filter for weather packets. That's certainly
NOT a weather packet.
