I too run the Vantage Pro 2, however, mine connects to a Raspberry Pi 2, which send data to NWS as well as Weather Underground, then my own serial connection to a 2-meter rig which reports to APRS. All the info to do this was found online. It just depends on how much reporting you want to do.

Things I'd do differently:
1. Avoid the Davis Instruments USB data logger. Go with the serial
interface and a PC based USB converted. The Davis USB converter is
sensitive to noise, and requires someone to reset the USB driver too
often. It may runs for weeks without issues, but then it stops transfer
of data to the PC and has to be manually reset.
2. Check out the Davis IP (Internet Protocol) data logger. It sounds as
though this can push data directly to other IP addresses or web pages.
