[Xastir] Weather alerts are running again

Yep. Should be permanent. They went away while I was recuperating from some
broken bones last summer and I didn't notice. When it was pointed out to me
some months later I couldn't find any feeds, now I have four. I just found
out the feeds go in a round-robin fashion and don't all pull at once so I'm
going to enable all four tonight.

I'm toying with the idea of erecting a similar setup on a geographically
remote VM from the first: Both could feed APRS-IS and Firenet at once.
Redundancy. I haven't asked for permission to hand another server off the
feeds yet but the data I'm pulling is low-bandwidth so chances are good if
I ask nicely.
