[Xastir] Emergency Locate Popup

You may be able to disable the emergency processing by changing the variable
"emergency_range" in the file db.c (it is not configurable except by 
editing the code).  Its default is 280 (4 hours at 70mph), and it will
not pop up the emergency alert if the distance to the station is farther
than emergency_range.  Set that to something much larger than the distance
to this dope, and the popups should go away.

It will, of course, disable your ability to show emergency reports from
actual emergencies where you could help, so you might want to set it back
when the guy gets shut down.
