[Xastir] xastir_udp_client / UpdateTime() always generates TO_INET error

This looks like some debugging code that Curt uncommented back in 2016.

Looks like it wasn't intended to stay uncommented.

On Sun, Apr 04, 2021 at 04:13:21PM -0500, we recorded a bogon-computron collision of the <kg4wsv at gmail.com> flavor, containing:
