[Xastir-Dev] Weather alert county overlays

It's been so dry here in WA that if we don't get rain soon, the moss
crop on my roof shingles will be ruined.  I'm about to dig a hole for
the base of a vertical and might even have to use the "caliche bar" I
brought with me from Tucson.
