[Xastir-Dev] I'm adding support for maps.aprsworld.net

It should be unprojected I think.

Where are the shapefiles from?  If they're from census.gov, then
it's likely that the errors are in the shapefiles themselves.
We see a lot of offsets that are unexplainable in the census.gov
stuff.
