[Xastir] Idea for re-org of map directories

I tried a simple experiment and it appears to work.  I created:

    /usr/local/xastir/maps/100
                          /200
                          /300
                          ...
                          /900

Then organized the maps something like this:


/100: Base raster maps like geotiff's, raster geo files other than radar.

/200: Vector files containing area fills (other than water).  Note
that I'm undecided on this one, 'cuz they can be turned into
non-filled maps via menu options in Xastir, in which case they
should go between 300 & 400?

/210: World
/220: Country
/230: State
/240: County
/250: Municipalities
/260: Etc...

/300: Radar images, radar geo's, other overlay raster maps.  Should
this category be last of all?  It might be nice to be able to draw
lakes/rivers/roads on top of the radar images so that the user has
some points of reference.

/400: Vector files for lakes

/500: Vector files for rivers

/600: Vector files for railroads & miscellaneous.

/700: Vector files for roads.

/800: ??

/900: GNIS files, map grids, and other vector/point overlays, GPS
track/route/waypoint files.


Note that leading zeroes are necessary if not using a constant
number of digits in order to obtain a proper alphanumeric sort.  In
other words if you wanted to use 1-10, you'd have to use 01, 02,
etc.

We have extra levels available between the ones that I attempted to
identify, just in case.  There will probably be cases where people
will want to set up layering of various raster images so that the
smaller/more-important/more-detailed ones end up on top of the
layering.

Any comments?  Good/Bad idea?

Changes to the definitions or how they are ordered?  Ones I missed?
