[Xastir] county alert overlays semi-broken - not new

I believe it is tied into the version of XFree86, as you surmised.
Either newer versions of XFree86 will fix it, or we'll have to
rewrite our code somehow to try to alleviate the problem.  It
appears to not be an Xastir bug however.
