[Xastir] What does "local" mean?

I think the difference in my proposal is that all local packets (and
hence, positions) are retained, vs. just one report per station.  This
makes it more possible to create a coverage map for the station running
Xastir.  Then plot all packets - no trails, no duplicate station
suppression, etc.

Another thought would be to allow setting the call sign to attempt to
build the coverage map for - rather than changing the "owner" callsign
of Xastir.  Much like the "locate station" function.
