[Xastir] First Time CVS source

It could be that Automake/Autoconf were not new enough
(automake-1.6.3/Autoconf-2.53).

This is to Chris & Jack:  Could there be some other thing messed up
with respect to the install prefix on some systems?  Anything else
that can go wrong?
