That pesky automake was the culprit.

Now that I've tested the HSP cable again, on source I CVSed this 
morning, DTR stays low all the time. It never goes high, ever. So it 
does a real good job of receiving the GPS. Transmit is fine.

Previously, it was toggleling high and low, but wasn't paying attention 
when it was high.
