[Xastir] Stymied...

It seems like that might be enough reason to yank 1.1.0 off the ftp
site, forcing people to run the development versions until we get
the next "stable" release out.

Q-constructs were invented and implemented after our last stable
release came out (february 2002), and therefore that version of
Xastir rejects any packets containing these invalid "callsigns".
