[Xastir] New SUSE 9.0 install not recognizing OpenMotif development headers

In doing a new install of  SUSE 9.0 I am having a problem with the 
./configure step of compiling Xastir.
Details:
Installed AutoMake, AutoConf and OpenMotif (including Development 
packages) using Yast2.
Did CVS download of  latest Xastir source.
But .\configure keeps telling me to install development files for 
Motif/OpenMotif or Lesstif.
I even went so far as to get the OpenMotif development rpm for SUSE 9.0 
off the web and installed that.
No help.   

Any ideas where I should look next?
