[Xastir] New Cygwin + CVS Xastir crashes on geo files

"assertion" sounds like a C++ or Java thing?  Certainly not anything
in our code, although some interaction between our code and theirs
could be the root cause.

Aren't moving targets fun?  ImageMagick changes things often.  Same
for Cygwin.
