You should put it in /usr/local/share/xastir/fcc and call it EN.dat
(for FCC database).

Actually, if you run the fcc-get script as root it'll snag the FCC
and RAC database, sort them and put them into the proper place.
Then when you start up Xastir it'll index the databases and then
everything should work.
