'splain.  Do you want to create WinAPRS map format maps from
shapefile maps, or to create Shapefile maps from scratch that might
work in WinAPRS?

If you want to create shapefile maps from scratch, you can drive
roads with your GPS and suck them in via GPSMan into Xastir.  This
will create a shapefile map from the GPS info.

You can also drive with Xastir/GPS and then save your own track.
This will create a Shapefile.  You can also create a shapefile map
from someone else's track that you see.  You can also create an
object, drag it around from place to place, then save it as a
shapefile.
