Yes, it's in C.  Creates a shared library that gpsman can read in and use
for import/export of shapefiles --- basically a wrapper for libshp.  The
makefile is set up to generate shared libraries on unix-type systems, but
I doubt it'd work properly as is for cygwin dlls.

The gpsmanshp distribution is just one C file and a set of tweaks to the 
tcl/tk setup (so it looks for gpsmanshp.so).

And as of last night this is all moot --- both gpsman and gpsmanshp are
on a web site that is returning 403 Forbidden.  Google's cache shows it
was still working as of 9 Dec, but it's MIA right now.

I dropped a line to the author about that.  It didn't bounce, so perhaps
he'll fix that or let me know why it's not available.
