[Xastir] rpm

See http://www.columbia.edu/~alan/xastir for out of date RPMs.  I plan on 
building a 1.3.0 one Real Soon Now.

To build from CVS you do a "make dist" which generates the appropriate tar file 
and put that tar file in SOURCES.  Put the spec file in SPECS and do an rpmbuild 
-ba SPECS/xastir.spec.
