[Xastir] Script to split GNIS datafiles

A more standard name for such utilities is dos2unix and unix2dos.

Didn't come through.  Send direct to me with an appropriate
copyright on it, and I'll add it to the scripts directory.  I might
tweak it a bit to make it work on more systems though.
