That's a possibility.  Another possibility is that your color-depth
isn't good for Xastir.  16-bit is what I run all the time.  I
believe others have it running at 24-bit.  Check your Windows and
your X11 color-depth.
Also try other sources of data, like tigermap.geo and USRadar.geo.
