[Xastir] PHG circles

Did a bug develop in xastir or did everyone around me suddenly stop 
sending PHG info for some reason?

Following the discussion on APRS capacity on the TAPR list today I 
decided to turn circles back on to see how things were looking 
locally...but suddenly everything is showing as default both in the text 
and in the circle displayed.

If I turn off "Use default PHG" then no circles show up for anyone but 
myself....but I know almost all of them had circles before.  The local 
mountian top digis circles were HUGE and now they barely cover their own 
symbols since it's just showing the default.

I grabbed a fresh CVS update and recompiled but I'm still not seeing PHG 
info for other people.
