as root, try:

apt-get update
apt-get install cvs

(apt-get is a tool for automagically installing, uninstalling,
 and upgrading software.  since CVS isn't installed by default
 in MEPIS, this should help.  You will need to answer a few questions
 during the install process, defaults should be OK.)

Then, try it again!  (CVS should be installed at this point)
