[Xastir] GDAL and ImageMagik support for Xastir

Will Cygwin/Xastir work now work with the stock Imagemagic that's
part of Cygwin?  If so, I can tie it in to the prepackaged build.

Same question for GDAL?  Is everything needed part of Cygwin or
are external libraries of some sort required?
