[Xastir] Shapefile 1.2.10 install

On Mon, Mar 28, 2005 at 03:25:30PM -0800, we recorded a bogon-computron collision of the <remailer at ka3nam.com> flavor, containing:

Instructions for Xastir are in the INSTALL file in your top-level
xastir directory, point 4 under "First Time Install."  It's about line
404 or thereabouts.

Building according to the shapelib README will only get you the core
shape manipulating programs.
