Still not sure. I went home and could not get anything from the the UII 
until I powered everything down and replaced the backup battery.
I cant remember the first character # or @ or * but I think it is #. 
What shows up on minicom is something like #0000800000000

Before I did a full reset on the UII it was reading 72F and 7mph gusts.

Serial via USB dongle.

After the UII reset and restarting Xastir everything looks fine.
Must have been some spike in the serial line or something.
