[Xastir] Igate to RF configs

Xastir is not designed to do the sort of thing you're wanting.  It
originally had the capability of igating NWS weather info and APRS
Messages to RF.  It later got the ability to forward packets from
specific callsigns to RF.  All of this capability (except messaging)
is very rudimentary.  The info about it is in the Xastir online help
text, English help file, under "Configure Default Operation".

You might be happier configuring something like "aprsd" to do this
sort of gating.  Or Javaaprssvr.
